That's Webber from the short-lived black & white mag, Web Of Horror.
You nailed the magazine, cerebus, but I'll grant you a do-over on his name, cuz you're just a letter or two away...
But hey, WOH...what a mag, huh? Wrightson, Kaluta, Jeff Jones, Bruce Jones, Ralph Reese...wish it could have stuck around a little longer.
Of course, I meant to say "Webster"
